First, everyone should read the excellent synopsis below from the Washington Examiner regarding the state of negotiations at COP28 related to the phasing out of fossil fuels. This is the key issue before the conference as the first week comes to a predictably ignominious end, and the delegates cast about for some final deal that will enable them to claim “progress” without accomplishing much of real substance upon adjournment on December 12.
