Geeze, when I worked for a state agency I did a more thorough job of shopping/investigating before spending $250. How do they squander $250M without due diligence?

The new transportation secretary needs to do a full review of this debacle, criminal charges against the guilty parties who pushed this fraudulence on our cities.
